Flare Meter Replacement – Engineering & TAR Execution

THREE60 Energy delivered the multidiscipline engineering, vendor management and construction execution for the replacement of a flare metering system on a UKCS North Sea asset, successfully commissioning the new meter during the planned TAR and delivering the scope on time and within budget.

Challenge

A UKCS operator was experiencing ongoing measurement inaccuracies and reliability challenges with an existing low-pressure flare meter on a North Sea asset. The operator had committed to replacing the meter with a modern equivalent during the 2024 turnaround (TAR), improving measurement accuracy and supporting compliance with current flaring requirements.

With a fixed TAR window and multiple engineering, vendor and construction interfaces to coordinate, effective planning and schedule management were critical to successful delivery.

Solution

THREE60 Energy provided a multidiscipline engineering team to manage the scope from engineering and vendor coordination through construction readiness and offshore execution.

Working closely with key equipment vendors, THREE60 managed technical interfaces and delivery challenges to maintain alignment with the project schedule and ensure the equipment and engineering were ready for execution.

The construction scope incorporated both pre-TAR and TAR activities, delivered across three offshore execution visits and overseen by THREE60’s offshore construction supervision team.

Detailed construction readiness reviews were completed ahead of each campaign, bringing engineering, construction and asset stakeholders together to confirm scope, interfaces, materials and execution requirements. This structured approach ensured a high level of readiness ahead of the planned TAR window and supported efficient offshore execution.

Result

The replacement flare metering system was successfully installed, commissioned and brought online during asset start-up following the 2024 TAR.

THREE60 delivered the complete scope on schedule and within budget, providing the operator with an upgraded metering solution to improve flare measurement accuracy and support ongoing regulatory compliance.
