Job Title: Operations Engineer
Location: Bangkok, Thailand
Responsible to: Contract Coordinator / Operations Manager
Responsible for: Operations Support with focus on 3rd party Vendors management including logistics support

Job Purpose

Due to ongoing growth and expansion within THREE60 we are currently seeking to employ an Operations Engineer, to join our team in Bangkok, Thailand.

The Operations Engineer’s role is to support the operations of Three60 Energy’s offshore facilities which include routine activities as well as non-routine maintenance, repair, refurbishment, rectification, and upgrade projects.

Responsible for all project scopes associated budgets, plans and performance measuring criteria to ensure the completion of the work scopes according to operational, technical, Class and statutory requirements.

Liaise closely with the Procurement / Logistics co-ordinator and assist in the logistical process.

Key Responsibilities & Accountabilities

Reporting to the Facility Superintendent, the Operations Engineer’s responsibilities and accountabilities shall include but not limited to:

  1. General onshore support coordinating with various departments to ensure continued safe operation of the facility
  2. Develop and define project scopes, budget, look ahead plans and desired outcomes for offshore campaigns involving external vendors
  3. Coordinates to ensure compliance, recommends improvements to existing practices, work processes and conditions through management of change (MOC) to performance, reduces costs, improves working conditions, eliminates safety hazards and/or improves functionality
  4. Ensure offshore campaigns are achieved in accordance with the basis of design requirements, specifications, schedule, and meet the quality standards required, including review of vendor engineering documentation
  5. Develop project plans ensuring they are integrated into the overall asset plan and other required project documentation
  6. Develop performance measuring criteria and manage outcomes to achieve the criteria
  7. Interface with engineering and operations personnel to define and manage project execution and to resolve any issues
  8. Coordinate with the Facility Superintendent and other involved operations personnel for planning the site works, materials to meet daily delivery requirements
  9. Coordinate with the supply chain for procurement scopes including technical review, logistics and delivery scheduling
  10. Coordinate and support Asset Integrity activities including monitoring and administration of CMMS 
  11. Lead and manage third party contractors, vendors and Three60 personnel involved in the execution, to ensure successful completion of the work scopes
  12. Liaise with classification society/class surveyors for project-related matters.
  13. Monitors subcontractors’ man-hours against performance to track efficiency and resolves safety-related issues to avoid mishaps and accidents
  14. Plan in detail and work closely with the onshore and offshore teams to ensure the work is carried out efficiently on the asset.
  15. Direct the work sequence at site, coordinating with the OIM, HODs and other offshore personnel for the necessary plans, permits and agreements before work commences
  16. Monitor project progress and costs to ensure alignment with the project schedule, budget and forecasts
  17. Formalise project completion, handover to and acceptance by regulatory and or operations personnel
  18. Communicate project information to stakeholders
  19. Ensure that all work is carried out safely in compliance with HSE policies and procedures
  20. Participates in HSEQ activities including incident investigation/corrective actions, regular vessel-office facilities meetings and assist to follow up on technical actions if required
  21. Participate as an internal auditor for annual in-house internal audits exercise
  22. Assists in any other related ad hoc duties as and when required such as project liaison, company representative during project phases, factory testing etc.

MANAGE PROJECT RISKS

  1. Interface between vessel, supply chain and suppliers/vendors for technical issues, technical clarifications and verification for equipment specifications and parts. Develops scope of supply and specifications for purchasing requirements
  2. Identify any commercial risks involved in undertaking the scope
  3. Develop risk mitigation solutions in collaboration with engineering and operations personnel
  4. Ensure that the project progresses with minimal impact on the ongoing operations, including minimising downtime.

MANAGE PROJECT RESOURCES

  1. Determine and oversee the resources required for each project, including personnel and materials and equipment
  2. Review resource allocation and usage
  3. Collaborate with internal and external stakeholders to ensure availability of the required resources.

MANAGE PROJECT QUALITY

  1. Support the formulation of QA procedures in collaboration with HSEQ
  2. Work with HSEQ to oversee quality control and testing activities for each project
  3. Coordinate with the document control team to ensure that all controlled engineering documents are processed and stored appropriately so that an engineering library of information and documentation is maintained for the Intrepid FPSO.

COMPETENCE REQUIREMENTS

Knowledge & Qualifications

  1. Degree in engineering or equivalent, Mechanical discipline is preferred [ ]
  2. Registered with Board of Engineers as a Professional Engineer is preferred [ ]
  3. STCW Qualifications associated with marine engineering would be an advantage [ ]
  4. Valid medical certificate (OGUK approved certificate) and a valid OPITO approved BOSIET Certificate is essential. [ ◉ ]
  5. Demonstratable offshore oil and gas projects and/or operational experience, preferably in the FPSO/FSO industry, is essential [ ◉ ]
  6. Marine engineering training/background, and experience of offshore and/or marine projects execution is preferred [ ]
  7. Extensive project management experience is preferred [ ]
  8. Logistics and procurement experience preferred with Oil and Gas related equipment is preferred. [ ]
